A kitchen is not a uniform environment. The window above the sink and the one in the breakfast nook do not live the same life, even three metres apart. The genuine risk zone is about 60 centimetres around the tap and the cooktop. Beyond that, a kitchen behaves like any other room in the house.
That is why the standard advice to keep fabric out of kitchens is too broad. The question is per window: will textile hung here take water or grease. If yes, move the fabric out of the zone or use a shade. If no, a curtain behaves normally.
We measure from the counter to the bottom of the window, because that distance decides whether a curtain can drop or has to stop at the sill. We also note crank handles, sliders, and anything that must stay operable once the curtain is up.
